Beschreibung:\nDie hier beschriebenen Daten bilden die Inhalte der Hochwassergefahren- und Hochwasserrisikokarten gemäß EG-Hochwasserrisikomanagementrichtlinie (2007/60/EG, HWRM-RL) für den 2. Berichtszyklus (2019-2025).\nIn Hamburg wird unterschieden zwischen Hochwasserrisiken hervorgerufen durch Küstenhochwasser oder Binnenhochwasser. Die Gefahren- und die Risikokarten decken jeweils drei Hochwassersereignisse ab. Für die Binnenhochwasser ist das häufige Ereignis (Kennzeichnung: H für High) ein 10-jährliches, das mittlere Ereignis (Kennzeichnung: M für Middle) ein 100-jährliches und das seltene Ereignis (Kennzeichnung: L für Low) ein 200-jährliches. Für die durch Küstenhochwasser gefährdeten Bereiche ist das häufige Ereignis ein 20-jährliches, das mittlere Ereignis wie beim Binnenhochwasser ein 100-jährliches und das seltene Ereignis ein Extremereignis, bei dem ein seltener, extrem hoher Wasserstand (7,62 mNHN am Pegel St. Pauli) angenommen und zusätzlich die Wirkung der Hochwasserschutzanlagen außer Acht gelassen wird.\nDie Gefahrenkarten stellen das Ausmaß der Hochwasserereignisse in Form der Ausdehnung und der sich einstellenden Wassertiefen dar. Die Risikokarten zeigen, wie die betroffenen Flächen genutzt werden, die Lage von Industrieanlagen und Schutzgütern sowie die Anzahl der potenziell betroffenen Einwohner. In beiden Karten sind die baulichen Hochwasserschutzanlagen (zum Beispiel Deiche, private Polder und Hochwasserschutzwände) und ihre Wirkung erkennbar.\n\nRechtlicher Hintergrund:\nDie Hochwasserrisikomanagement-Richtlinie (2007/60/EG vom 23.10.2007) regelt die Erarbeitung und Veröffentlichung von Karten zum Hochwasserrisikomanagement. Die rechtliche Umsetzung dieser EG-Richtlinie in nationales Recht erfolgte mit der Änderung des Wasserhaushaltsgesetzes vom 01.03.2010. In §74 WHG ist die Veröffentlichung der Hochwassergefahren- und Hochwasserrisikokarten für den 2. Berichtszyklus zum 22.12.2019 festgeschrieben.\n\nDie Daten für Hochwasserrisikomanagement (HWRM)-Karten des 2.
